हाथ एक औजार भी है और प्यार भी और खूंखार भी

हाथ एक औजार भी है और प्यार भी और खूंखार भी
 एक बार की एक घटना आज कल की  घटी घटनाओं के बाद बार मेरे दिमाग में आ रही है ।
pgims में सर्जरी विभाग में घटित एक घटना इस बातचीत का आधार है । एक यूनिट का ओ पी डी  चल रहा है । एक महिला लगभग 27 --28 साल की उम्र की दिखाने  के लिए आती है । एक डाक्टर परीक्षण रूम में ले जाकर उसका निरिक्षण करता है । एक फीमेल अटैंडेंट भी वहाँ मौजूद है । कुछ देर में वह महिला बाहर जाती है और हड़बड़ी सी में एक नौजवान पुरुष के साथ परीक्षण कक्ष में घुस  कर वे दोनों डाक्टर  को भला बुरा कहने लगते हैं  । शोर सुनकर यूनिट हैड भी परीक्षण कक्ष में जाता है तो देखता है कि  वह नौजवान डाक्टर को थप्पड़ मार रहा है  । हैड ने बीच बचाव किया और पूछा -- क्या बात हुई ? बताओ तो सही । महिला ने बताया कि आपके डाक्टर ने मेरे से  छेड़खानी की  है । हैड ने बाकि सब को बाहर भेज कर एक महिला अटेंडेंट और उस महिला को वहां रखा और महिला को विश्वास में लेकर हकीकत जानने की कोशिश की । महिला ने बताया कि  मेरी बायीं छाती में एक गाँठ है और दर्द है । डाक्टर ने देखते हुए मुझसे छेड़खानी की है, दाई छाती को देखते हुए छेड़ छाड़ की है  । हैड ने कहा कि छाती की बीमारी  के लिए दोनों छातियों का निरिक्षण जरूरी होता है । महिला बोली -- निरिक्षण की बात तो समझ आती है मगर छेड़छाड़ क्यों की यह बात समझ नहीं आती । हैड कहने लगा की क्या प्रूफ है तुम्हारे पास ? जाहिर है क्या प्रूफ दे ? सहायक अटेंडेंट ने भी कहा कि मैंने तो ऐसा कुछ नहीं देखा । वह महिला फिर भी कहती रही कि उसके साथ डाक्टर ने छेड़छाड़ की है । इतनी देर में उसका पति भी अंदर आ गया और बात को उलझती देख कर हैड ने बात को सुलझाने की गरज से अपनी तरफ से डाक्टर के लिए हाथ जोड़ कर माफ़ी मांगी । मगर पति पत्नी अड़े  थे कि डाक्टर माफी मांगे बाहर सबके सामने । यह बात हैड के भी गले नहीं उतरी । उसने कहा कि फिर तो मामला पुलिश को दे देते हैं दूध का दूध और पानी का पानी अपने आप साफ़ हो जायेगा | पति पत्नी थोड़े से भयभीत हुए और अंदर ही डाक्टर के द्वारा माफी मांगने पर चले गए । पूरे ओ पी डी  में तरह तरह की चर्चाएं शुरू हो गयी । पता नहीं कोई कहाँ से पता निकाल लाया उस महिला के बारे कि उसका दो बार पहले  भी झगड़ा हो  चुका है और पैसे लेकर ब्लैक मेल करती है ।
अब सवाल ये है क़ि ये कैसे पता लगाया जाये कि छेड़छाड़ हुई या नहीं ? कैसे प्रूव किया  जाये ?
 हैड काफी   परेशान कि  कहीं पति पत्नी पुलिश में चले गए तो क्या होगा ? रात भर जागता रहा हैड कि यंग डाक्टर के साथ ज्यादती न हो जाये । कैरियर खराब न हो जाये । फिर उसे एक पिंजरे फिल्म की कहानी ने उसकी समस्या का समाधान किया ।
नौटंकी है हिरोइन उस  फिल्म में और  श्री  राम लागू फिल्म का हीरो है और गाँव का चौधरी है । हिरोइन नौटंकी दिखाने उस गाँव में जाती है तो हीरो अनाप सनाप बातें उसके चरितर के बारे में करता है और नौटंकी नहीं होने देता । हिरोइन आहिस्ता आहिस्ता हीरो को अपने  प्रेम से अपनी और आकर्षित कर  लेती है और  हीरो गाँव गाँव उसकी नौटंकी देखने जाने लगता है । एक दिन जब नौटंकी का कार्यक्रम चल रहा होता है तो एक मनचला स्टेज पर आकर उस नौटंकी हीरोइन का हाथ पकड़ लेता है । नौटंकी अपना हाथ छुड़वा लेती है मगर हीरो को लगता कि नौटंकी ने भी इस को चेरिश किया । बाद में खूब वाद विवाद होता है  कि  हिरोइन  ने उसको  थपड़  क्यूँ नहीं मारा या विरोध क्यूँ  नहीं किया और आखिर नौटंकी सवाल करती है कि जब उस आदमी ने  मेरा हाथ पकड़ा तो बताओ क्या मेरा चेहरा भाव शून्य नहीं था ।  यदि उस वक्त मेरे हाथ में भाव नहीं थे तो मेरा हाथ एक लकड़ी का टुकड़ा था । यह बात तुम पुरुष शायद कभी न समझ पाओगे ।
उस नौटंकी फिल्म के इस प्रसंग से हैड ने निष्कर्ष निकाला कि एक डाक्टर का हाथ तीन प्रकार से काम करता है ।
1.यदि उसमें इमोशन्स Emotions नहीं हैं तो वह एक औजार है  मरीजों के Examination का ।
2. यदि वह मरीज देखने के वक्त इसमें इमोशन भी डाल देता है तो यह हाथ खूंखार है महिला के लिए और एक महिला ही यह अनुभव कर सकती है कि  डाक्टर का हाथ औजार के रूप में इस्तेमाल हो रहा है या हाथ के रूप में छेड़खानी कर  रहा है ?
3. एक  डाक्टर का वही हाथ  उसकी  प्रेमिका के लिए प्यार भी हो  सकता है ।

इस प्रकार बात समझने  के बाद हैड को  कुछ कुछ उस दिन की घटना का सच  समझ  में आया और उसने जब उस डाक्टर को विश्वास में लेकर पूछा तो उसने स्वीकार किया कि उसका हाथ औजार की भूमिका  भूल कर बहक गया था और  महिला ने इसे सही संज्ञान में लिया था । उसने महिला के साथ गलत हरकत की  थी । हैड को समझ आया कि वह महिला शायद कभी भी किसी भी कोर्ट में उस छेड़छाड़ का गवाह पेश नहीं कर सकती और कचहरी भी पता नहीं उस केस की असलियत समझ पाती  या नहीं ?

Streets, bus stands, railway stations, parks and other public places should be for everyone to access and enjoy. Yet for many women they are the scenes of harassment. Everyday women face systematic assault on their fundamental right to free movement and personal dignity.

Sexual harassment at public places is unwelcome, unsolicited behavior of a sexual nature including staring, gesticulating, touching, passing comments, trailing. These may not seem to be a big problem, but they can be quite upsetting. It makes women feel ashamed, humiliated or frightened.

Sexual Harassment at Work

Sexual Harassment affects all women in some form or the other. Lewd remarks, touching, wolf-whistles, “looks” are part of any woman’s life, so much so that it is dismissed as normal.

Working women are no exception. In fact, working women most commonly face the backlash, to women taking new roles, which belong to male domains especially in the organized sector. In the unorganized sector also it is widely prevalent. Studies have shown that sexual harassment is still endemic, often hidden, and present in all kinds of organisations. 40-60% working women face harassment at working places.

Living Alone

India's new worldly women, the country's younger generation is shedding submissive attitudes, aiming for higher education, careers, and longs for freedom and want to live independently. A number of sociological studies show that young Indian females now prize financial independence, freedom to decide when to marry and have children, and have glamorous careers. The boom in software industry especially BPO’s has given employment for not so qualified girls also. 

Single women still an oddity in India. But young, single Indian women face different challenges than their male peers. Renting an apartment is the major difficulty for them as the owners tend to think that she will bring plethora of male friends home. However, we thought we should guide all those who prefer to live alone.

Rape

Rape/sexual assault is one of the ugliest and most brutal expression of masculine violence against women. Rape is a violent crime, an Invasion and a frightening experience. Rape affects all women, no matter what their age, caste or economic status.

Rape is not sex but violence on women/girls. Rape/Sexual abuse makes women feel humiliated and degraded. The rape or the threat of rape always makes women feel unsafe and forced to remain alert all the time.

All women are potential victims of sexual assault. By being aware, a woman can reduce the likelihood of becoming a rape victim.

Domestic Violence

Within the four walls of homes, the violence against women is quite high. Domestic violence against women is widely prevalent, but has remained largely invisible. Statistics reveal that 45% of Indian women are slapped, kicked or beaten by their husbands. (ICRW 2002) .32% had committed acts of violence against their pregnant wives. Every 60 minutes a woman dies in India due to domestic violence. Women accept violence because social norms sanction them. At the same time, cultural conditioning and economic dependence prevent the vast majority of women leaving their marital homes. Though there is criminal law to prevent domestic violence, the recent civil law “Protection of women from Domestic Violence” is aimed at providing relief, compensation and support to a woman.

Dowry Harassment

In India, Dowry system that has been prevailing amongst every society and affected lives of the people who are involved in marriage and on those who are around. 

This dubious matrimonial tradition however, seeped into the homes of the poor and downtrodden people to muster a false respect. By then there was already present a guilty conscious feeling of giving birth to and fostering of girl children. Also the growing percentage of female births over male children contributed its share to the corrupt system. The fact that every home having more girls than boys alarmed the elders make hurry the marriage of their daughters and created a ground for competition.

The Dowry system has recently become so popular that every groom feels proud and gaudy on the number of items, weight of gold and amount of money he receive.

The parents of the girls too sighed in relief over gifting their sons-in-law with such things. They relaxed indebted because their daughters will be well respected and best treated by their in-laws, as compared to their counterparts.

The daughters too take pride in grabbing so much from their parents and loose no opportunity to highlight their material superiority over other girls of their position in the family they enter.

The less adorned daughter feels small of the situation and either quarrels with her in-laws or pesters her parents to give her more so that she could also gain equal respect in the family of her husband.

Crime against women is relatively more in Haryana than in its neighbouring state of Punjab, said Panjab University (PU) Professor Dr Ajay Ranga in his research paper presented in the varsity.
Dr Ranga, a Senator and assistant professor in University Institute of Legal Studies (UILS) said that of the eight lakh cases of crime against women reported in India from 2008 to 2012, a total of 22,000 cases were reported in Haryana, while 12,000 such cases were reported in Punjab. The data was collected from the National Crime Records Bureau (NCRB), an government agency responsible for collecting and analysing crime data as defined by Indian Penal Code.
It was found that maximum number of crimes committed against women in both states have been those of cruelty by the husband or any relative of the husband, followed by cases of abduction and rape, respectively.
The data also indicated that in 2012, around 700 rape cases were registered in each state.
"The ground reality is far more serious in the states, as most cases often go unreported because of societal pressure and absence of trust towards the local police," said Dr Ranga, while adding that women are still largely considered a symbol of family honour in the region, which is one of the major cause behind such crimes.
While, discussing the comparatively lesser crime against women in Punjab, Dr Ranga said, "There has been strict adherence to principles of Sikhism which calls for respect of women and the considerable impact of Westernisation has played a significant role. In Haryana, it is the Khap Panchayat, notorious for issuing diktats in honour killings, which continue to play a dominant role," said Dr Ranga.
"Despite being declared illegal by the Supreme Court, the decisions of these bodies, continue to affect the state government and the people who abide by it," he added.
Analyzing the data, Dr Ranga categorized the various kinds of crime against women into four different categories of rape, kidnapping and abduction, dowry deaths and cruelty by husband or relative of husband.

हरयाणा में लैंगिक उत्पीड़न और प्रतिरोध

हरयाणा  में लैंगिक उत्पीड़न और प्रतिरोध 
पिछले दिनों हरयाणा , दिल्ली , यूं पी , आंध्र प्रदेश ,से लेकर बिहार 
तक में जिस तरह महिलाओं के खिलाफ हिंसा और लैंगिक उत्पीड़न 
की घटनाओं में तेजी आई है, वह किस चीज की ओर  संकेत करता है ? 
इसके तार कैसे राज्य के और देश के सामाजिक ताने बाने से जुड़ते हैं ? 
क्या इसका मौजूदा शासक वर्ग के संकट से भी कुछ लेना देना है ? 
इन घटनाओं पर अक्सर सामने आने वाली प्रतिक्रियाओं का वर्ग चरित्र
 क्या होता है ? जनवादी और प्रगतिशील ताकतों के लिए रास्ते क्या हैं ? 
जरूरी इसलिए  भी है कि हरयाणा में और विभिन्न राज्यों में महिलाओं 
के खिलाफ उत्पीड़न में वृद्धि को समझने का एक साफ़ नजरिया बनाया 
जा सके  साथ ही साथ इन सबसे जूझने की दिशा भी बने ।
